Inactive window color in 8.1

I just want to do one simple thing...

Change the color of my inactive windows from the appalling Microsoft designated white to something (ANYTHING) else.

Yes, I've tried registry tweaks.

Yes, I've tried every configuration of the 'high contrast' options but they look horrible.

I'm running Windows 8.1 with every driver and bios updated!

Can WINDOWBLINDS Help me?

If it can, is there a simple way to explain it to this simple man?

I can't believe I've gone all over the world wide web and read zillions of people who hate this Windows 8 feature yet not ONE person or program that has been able to fix it.
