[Bugs] Manufacturing queue list not updated

Beta ver 0.95.5.0

When I adjusts the planet production in the Govern Planet window, the improvement costs in the manufacturing queue list are not updated (Basic Factory, Research Laboratory, etc.).

Very old bug, present in alpha version of the game.

This is also true of the cost of shipyard projects and research projects when the main governor is adjusted.. All of these should be updated when the primary governor is adjusted, and any of those affected by the planetary governor should be updated when it is adjusted.
