'Idle colony' blocks progress

I'm stuck in the game with the 'Idle colony' button. This colony was fully developed; all slots were occupied, and nothing more could be done. But the game got stuck at that point, since I cannot continue to the next turn.
what do these "special projects" actually do? Nothing, as far as I can tell?
there are a couple of ways to continue
1) click on govern and adjust the economy wheel
you can move it all the way up if you want wealth or all the way to the right if you want research
the problem is right now you are producing some amount of manufacturing with nothing left to be built
2) click on govern and adjust the social military production slider
tho social military slider next to the coloured economic wheel changes how much manufacturing goes to social buildings and how much goes to military.
if you have a shipyard attached to this planet adjusting this setting to 100 % military will stop the idle planet alert
3) as was mentioned you could start a project
there are 2 main projects and a couple of special ones
research project takes any excess social production and turns it into research points at 4:1
economic project takes any excess social production and turns it into wealth at 4:1
those are the main ones
cultural festivities boost your influence
birthing subsidies boost you birth rate
im not sure what the ratio is on these 2 though
