Has anyone gotten their UP going yet?

Does anyone know what is required to get the UP started? I have discovered 5 major races and can not open the Diplomacy -> United Planets window.

I'm under the impression that the UP meets something like 5 turns after you've met half of the AI opponents (not counting minors). So far in beta 5 I've only been playing with 4 opponents on large maps, and have gotten the UP event in every game.

That may be it. I only just discovered my 4th and 5th major (out of 7).
