In the Govern Civilization window, the Colonies tab lists all the colonies with some of their stats. However, the column headed by the manufacturing icon shows the research stats, the one headed by the research icon shows the income stats, and the one headed by the income icon shows the manufacturing stats:
In the above picture the cursor was hovering over the 12.4 value in the Centauri III row, so according to the heading icon it should have been displaying the manufacturing stats.
