Confirmed after researching the barren world tech, the barren plants do not open up for colonization.
It looks like the tech tooltip says that at normalizes Frozen worlds and not Barren worlds... 
its broken in the planettraits xml due to adding in super abilities in B5 im planning on testing a fix tonight when i get home
