This problem crops up from time to time when downloading and installing a WBA (windowblinds) skin.

Instead of left-clicking the link, which downloads an installs the skin, try right clicking the link and save the skin to a directory on your harddrive.

Then, go to the directory you downloaded the skin file to, and double click it to install it.
