Applying Logon files?

Just need a little help with applying logons. I have Administator access, go into system32, and drope it in. It then says I can't replace the old logon because it is in use. Any quick tips? Thanks for any help.

That's not how you do it. You need a proggy called LogonStudio https://www.stardock.com/products/logonstudio/ It's free so go get it!
