When in the starbase screen and select a docked ship there is no option to eject it.
You need to go 'outside' that screen and click on the starbase. It will show ships that are docked to it such as transports, constructors and military ships. You can click on anyone of these and then click on another hex and the ship will eject and move to the chosen hex.

I just want to be able to do it in the starbase screen also.
Hmmm I think the only ones you can actually see/manipulate are ones you are trying to build/cue (that would be a shipyard). For a star base such as economy or culture I suppose this might be a good idea to be able to see what ships are 'docked' there.
Id also like to see attk/def values of both the base and the defending ships docked there to get an idea of how 'tough' it is.
