Stopping Windows task bar from popping up?

I've got WindowBlinds, ObjectBar and ObjectDock running, and all is pretty much good except for this one little annoying thing:

Whenever I get an IM or a pop-up message from Outlook, the Windows taskbar pops up until I click on the message that needs attention. It wasn’t doing this at first, but it seems that a reminder from Outlook started it, and now Instant Messenger causes it too… Any ideas?

It's not the individual programs causing the "problem", it's part of Windows (all versions). It's there so you know that the program wants your attention.

I'm not sure what you can do to turn it off, but at least it's not a bug .

The odd thing here it that it's about a 50/50 thing. Like right now I have two IM sessions going and as people IM me the little guy will start hopping up and down on the Object Dock bar. But in a little wile the Windows taskbar itself will reappear as the IM's come in, so the little guy will hop AND the Windows taskbar will appear with the flashing app on it. It just seems to change its behavior randomly and I don't know why this happens. If I open Object Dock's properties and uncheck and recheck 'Hide the Windows taskbar' the problem goes away for a little while again, IE the Windows taskbar remains hidden when IM's and other system notification events take place... for a while at least.
