That's a too vague a question............ there are many free skinning apps, too many to count.
But you used the term theme program, so no one is going to be sure what you want to do. More specifics are needed.

DesktopX IS a program. Its used to add things to your desktop: things as simple as a some animated objects to as sophsticated as a completely different looking desktop.

The DesktopX themes and Objects can only be used by DesktopX. There is a shareware version of DesktopX to try out but I don't know its limitations compared to the full version.

DesktopX is one of several desktop enhancers/shells. Others include HoverDesk, Winstep, Ashton, Talisman. They are all commerical products though. The only freeware desktop shell that I know of is LiteStep. However, LiteStep has a learning curve associated with it and can take a while to get the hang of it.
