Some Windows icons won't exclude from hiding

Just installed 2.13 and imported the old snapshot after clean Win 8.1 reinstall.  Previously. a number of shortcuts on my desktop such as Computer, Desktop and Users would exclude from hiding, but now they won't take it (hold the check).  Others that I would think fall in the same category, such as Task Scheduler, Control Panel and the System Drive are taking the exclude.  I've tried reccreating them and copying the old .lnk back in, but no go. Any trick or setting to this?  Thanks,
