How to install a WindowBlinds xtreme file

I've downloaded an xtreme theme file, but I can't figure out how to install it. What's the secret? Is there an FAQ that tells me how to install the various file types?

The "secret" is to get the program, Winstep Xtreme. Not windowblinds.
