sounds viral to me... basically the default actions have been mixed up. you failed to mention which OS your using. But most likely these issues will only be resolved by a re-install of your OS. Sounds harsh but unless your really slick with a registry editor then that will be the route. Norton System doctor may offer some help but I doubt it will find all of the keys that need to be corrected.
If you have Norton's AntiVirus, boot your computer with the installation disk and you should be able to get rid of any viruses on your hard drive. If you own NAV and you made emergency disks while installing the program originally, use them instead.
There was something about this on the newsgroups...I tried to find it, but it was too long ago. GreenReaper had a solution in the form of a .reg file, which, when run, would fix this problem. It wasn't a virus.
