Problem moving icons

Unable to move icons per mouse drag and drop

I am unable to move icons, similar as https://forums.stardock.com/456019
I see the "no" symbol (circle with a line through it).

I use 2.13 with w8.1 x64.

But am not able to find out, hot to create a ticket here and enclose the log.
