are you using IconPackager? It changes all of my icons if they are included in the set. https://www.stardock.com/products/iconpackager/

IIRC, the CD and DVD icons are hard coded into the system somehow. I don't *think* it's possible to change those. They have to change when the media is inserted into the drives so I think the system hangs on to those. Of course, I could be completely wrong too

E-Icons98 will change them. This is the latest version http://www.deepgls.com/eicons/ which I have not tried. I have version 2.35 which works fine

the old versions of icon packager did that... you need to download the new one...

Mine changed using Icon Packager after I turned off some sevices using Admin. tools in WinXP. Don't ask which because it is sort of complicated and is not for newbies and to tell you the truth I don't know which service I deactivated that allowed the changed.

Oh well, my 2 cents.

hmm

shutting down some of the services has no effect on cd-rom icons, IIRC Icon Packager 2.00 final managed to change cd drive icons.

But notice they dont change when cd-rom is in or out.

Some special coding required for that, but i have no clue about programming :/

hacking shell32.dll changes these icons. but of course this is only i solution if you don´t change your icons on a daily basis. i´m just lucky i found my dream set and will keep it.

I'm not sure why your icons won't change. I just double checked mine and they are not the default icons, so I know that they do change. Have you tried the Stardock support newsgroup yet? Someone there may have an answer.

what I was saying before... because you never used to be able to, but now I can, ever since I updated my Icon packager... I am currently running 2.03 if you are not... you probably won't have all of the features that I do... such as skinning those Icons. Before I updated to this version I couldn't... do you guys understand??? check your version...
