Ok, how do I make a WMP skin?

I have made skins for Audion for the Mac using Photoshop, Illustrator and FaceBuilder...
Now that I have gone back to Windows, how do I make skins for WMP (8 or 9).
I just need to know which resources I need and a general "how to" if one exists.
