XIM, all thmes and skins found here require a specific software to run them.
XPTHEME is the extension that Winstyles use. BUt Winstyles is not a skinning software in itself but simply a program designed to conveniently package and distribute a bunch of skins and themes for different apps as one file.
In the particular case of the Colony theme, it includes a Windowblinds skin, a CursorXP scheme, a Winamp skin, a Sysmetrix skin, a LogonStudio logon, and EZPop skin and a wallpaper.
Therefore, if you wish to install the complete theme, you will need:

Oh, and note also that you don't need to have all the apps to install a Winstyles theme. Winstyle will apply the skins for the apps that you have.
