I have heard there is a fix with the chrome borders disappearing when windowblinds skin is applied.
How can it be fixed?

The issue should be fixed with latest Windowblinds,I supposed.
WB 8.05 (the latest version) fixed the disappearing Chrome top border on my system, but 8.05 messed up the coloring options with Windows Aero substyles. I submitted a support ticket, but no response yet. It's been long enough that it probably got lost and I didn't keep a copy. Not a biggie.
