Well, the second one is a Desktop X theme. I personally don't agree with it being on this site as it uses graphics ripped from Doodle's Litestep theme called "Turtle Soup". I did point this out a while ago.

I recognize the WB skin in the first image (I use it often), it's called XPCobalt (by Alexandrie)...and has three color choices (blue, yellow and green).
