WindowsFX does that https://www.stardock.com/products/windowfx/index.html though you need to be running either Windows 2000 or Windows XP

actually I saw on some site, some time ago... where you can edit an ini file in the window fx directory you could edit and get trasperency in win 9x, I don't know if it really works... I didn't try it... but It seems pretty cool...

i saw an app a while back that made all non-focused windows semi/fully transparent with just the on-focus window set to full. can't for the life of me recall what it was called or where i stumbled across it...i'll keep looking...
