Icon title clipping bug

OS: Windows 7 Home Premium 64 bit

Resolution: tested at 1366x768 and 1600x900

I have an icon titled "Could this be a long title for whatever reason.zip", and it appears on the lower row of a fence.

With a single line of the icon title visible, the complete title is never shown when the icon is selected.

If the size of the fence is increased to show at least the second line of the text, the complete title is visible if the icon is selected.
