How do I make cursors (again...)?

Thanks for all the replies from you guys gave me, unfortunatly the post is gone and I have no idea who offered me help. I need some basic advice about formats and programs ect...And would appriciate it if someone who knows a thing or two about PS and how to make cursors could give me a little help. I am pretty good with computers(although the whole windows customization thing is very new to me), so it shouldn't be too frustrating giving me some help.
