Icons not changing

so when i choose a icon them and click apply only a few icons change. drives and folders stay the same. icons on control panel stay the same, no change.

am i missing something?

using windows 8.1 64bit here.

You can try solution 1 here and then apply the package again. If you try a different package, do you find the same thing happening?
