Displaying a small jpg in a moveable frame?

I just tried and failed to get a small jpg to show in a fences panel (It's a list of keyboard shortcuts that it's nice to be able to quickly refer to)

Is there anything in the product range that would enable me to do this please?

(Win7 btw)
