My Fences Are Disappearing

My fences keep disappearing / are being deleted somehow. Every time I restart my computer they disappear and I have to create new fences. I have taken a snapshot of the fences and tried to restore the snapshot but the fences from the snapshot do not reappear.

I am using Windows 7
