No "Change Icon" option in context menu

I created a cutsom icon set in IconPackager 5.10 (paid version) and some of the folders in my library did not change. I have 15 folders in "My Documents" and 7 of them did not change. I have the "Show 'Change Icon' option in right-click context menus" option enabled but it does not show up when I right click the folder. I can't change the icon through windows because the folders dont have the customization tab in the properties dialog. How can I change these?
