If your talking about for mods and the like, then yes. I've already seen posts from the dev team on Steam talking about that as part of the reason this game is being released on steam.

Steamworks is central to our designIt is my intention to have us utilize Valve's Steamworks to the nth degree during the course of this project. I was the architect behind Impulse::Reactor (Stardock's competitor to Steam back in the day) and I've come to admire and respect what Valve has done with Steam and Steamworks over the years. With Steamworks, players should be able to share their ship designs, AI personalities, mods of kinds I can't currently imagine, player strategies (I plan to cheat horrendously to beat you people with my AI -- I'm going to have Steamworks upload people's strategies and download them and have the AI use them against you).
