error while installing windowblinds 7.4

hi,i'm running win xp sp3 on my notebook,everytime i try to install windowblinds (7.4 as i understood it goes with my os) when it hits like 3% an error message pops up and reads : ''The file 'd:\documents and settings\all users\?????????\stardock\windowblinds\anim.dll' (the question marks could be because my computer is in russian and similar stuff happen,but i don't know for sure) could not be opened Please check that your disk is not full and that you have access to the destination directory. Access is denied'' ,now i'm the only one using the computer,got lots of memory,tried to disable avira real time protection,tried installing in safe mode - NOTHING works,then i read that it  is probably a permission issue of disk d and i should find that file and loosen the security,but i couldn't even find it (anim.dll) ! people please help ! thanks
