Desktop Right-Click Menu

Skins sometimes

from WinCustomize Forums

When I right click on the desktop my context menu is sometimes skinned. Sometimes not. Is there a setting I'm not aware of?

If there is another thread about this? Please help.

I did a System restore from 2 days earlier.
