Fences on Bottom Half of Screen are Partially Frozen

I've been using fences on all my computers for some years.  On this one machine, running Win 7x32 and Fences v1.01.143, I'm having a problem. There is an invisible screen that crosses the center of my desktop horizontally and affects the lower half of the display.  Fences which are completely above the invisible screen are fine, but if I try to move them to the bottom, they hit the invisible screen and disappear behind it as I move the fence down.  Same if I try to move an unfenced icon to the bottom half of the desktop - it disappears.  It's still there, because I can click and hold on the spot where I know it is and drag it back to the top half to become visible again.

All windows are fine - for example, I'm using the bottom half of the screen while I type this.  All programs run fine.  It just seems to be affecting the desktop itself.  Any and all suggestions welcome.

No replies at all!  Discouraging to think I am the only one having this problem.  My other computer (I built both - they are exactly the same except for graphics cards) does not exhibit this problem.  I was going to do a Fences reinstall, but I read in a different thread that uninstalling Fences can cause "permanent" damage to the operating system, or some such.  So, I'm at a loss now as to what I should try.

Hopefully someone has a suggestion for me.  If not, I'll cross my fingers and try a reinstall.
