I am going to rebuild Windows 8.0 then go for 8.1, what do I need to do to keep my licence of Start 8 before wiping the OS disk?

If you are going to be wiping Windows out and installing clean, backing up the activation file will not help as it would not work on the new install. You will need to re-activate on the new install.
