Can Start8 be loaded onto my Surface Tablet?

That depends if it is a Surface Pro or just a Surface.
If it runs Windows 8 RT (Surface RT or Surface 2 - NOT Pro) then no we do not support that platform due to Microsoft limitations on third party software.
If it runs full Windows 8 / 8 Pro (Surface Pro or Surface 2 Pro) then yes Start8 will run on your machine.
Yes. Windows RT 8.1 is as locked down as 8 RT was. Microsoft do not allow anything other than full screen style applications on that platform which is a real shame in my opinion. No desktop applications other than the Microsoft included ones - Office, notepad etc are permitted.
