problem with inertia scrolling

I was using the latest version of WindowBlinds on a Dell Venue 8 Pro (an x86 tablet running Windows 8.1). For some reason, when WindowBlinds is running, inertia scrolling with the touchscreen no longer seems to work with Internet Explorer. Any ideas?
