All factions can prevent losing planets to Novalith planets by researching a Starbase research and then buying this upgrade on their starbases (TEC's is called Auxiliary Government, I think Vasari's is Enforced Loyality?). As long as the Starbase is alive you'll maintain control of the planet no matter how much damage it takes.
