New desktop icons often appear staggered within random fences

On my Windows 7 machines, new desktop icons often appear staggered within random fences, rather than appearing outside my existing fences.  This happens with Fences 2.0 and also happened with the earlier version.

EVERY new icon doesn't get mis-assigned, but it happens pretty frequently.

I've never had this problem on my Windows XP machines, only with Windows 7.

The new icons can be relocated easily enough, but I was wondering if this is a frequent problem and if there might be a solution to it.

When you right-click on the desktop and select View what what are the arrange and align options set to?  Does toggling them resole the issue?

Align is set to "align icons to grid"

Auto-arrange is not checked.

When Fences are enable, those options disappear.

What settings do you recommend for Windows 7? I've never adjusted them before.
