I was wondering if anyone knows which race and tech allows you to spread your culture so much that pirates automatically attack them because of it?
Culture has nothing to do with it. If you are a TEC Rebel you can research Truce Amongst Rogues and do this.
I remember spreading my culture before and pirates would appear out of no where and attack those planets because my culture was so high at their planets.
This sounds like the Insurrection research for TEC in general. Again, culture has nothing to do with it.
