Can you Prevent Creation of new Fences

I've been testing out the fences trial and noticed you can choose to have fences created with the left button dragging or right button dragging, but I don't see any option to turn off new fence creation entirely. My company would like to setup fences for certain users and prevent the creation of additional fences from what we setup. Is this possible?
