There are some premade maps that have some planets as random, or weighted colonizeable or something, but your best bet is either to use random maps, or build your own one (if you can) 
If I remember well the map named SECRETS have some planets as random, I remember from a mod having huge ice planets on this map, and those are not in the original game, but were on the map. The planets in the middle, chokepoints.
