Anyone get this e-mail?

I received this today:
We are about to upload your material to our website,
but we need YOUR PERMISSION for it !
Our site will be an IT portal, the materials will get their credit ofcourse
and are going to be free of charge to download.
We'd like to hear from you A.S.A.P.

Thank you and best regards,
ITW Hungarian Team
=============================================
There was no URL for the site, and I wasn't asked previously for my permission, so I said I wouldn't give permission until I had more details.
Anyone know anything about these people?

Hello everyone, members, management !

We are SORRY if we caused such a trouble to everyone by asking for their
permission! We recently received several positive replies that we can upload
their materials, thank you. Because the site isn't launched yet no uploading has
been made. Why we requested the nicks ? We needed these to check the e-mails
and permissions, which artworks could we upload and which not. We never ment any
harm to any members ! We are very serious about our project and your permissions.
Though our site is not a skin site If it is necessary for you, we will make the
site managable by the members so they will have the choice either to upload or to
delete their properties. All rules and policies etc will be on the site.
As I said before the site isn't launched yet, we need some
help from you to customize our site properly. Sorry for the trouble we caused!
Hope to hear from all of you in the future !

Best Regards, ITWorld Team

Jerges: At this point I don't think you have given any of the artists here a reason to grant you permission to use their work. They neither know how it is going to be used, nor what control they will have over how it will be used. If the rules and policies will be 'on the site' and the site isn't up yet, then the time to solicit material is after you have made the persons involved fully aware of your purposes.

If I had to give you any advice, it would be to cease unsolicited emails, finish your site and come up with set policies concerning submitted work. Then advertise your site to the community as a whole. We, as a community, have an interest in helping sites that genuinely promote this artform, but we also have an interest of dropping the hammer on those persons that find the freely-given artwork to be a source of cheap content to exploit.

On average we are adults, 20+, with a love for UI design and we don't get a fourth grade thrill from seeing our work tacked on any public wall. In the past it has been stolen to decorate and promote web portals for porn, graphics, games, and almost every other kind of online fare. I cannot count the number of times I have seen ISPs close sites in response to our concerns, and I hope this community will not have to take such action this time.

As I said, until your policies exist, there is no way anyone can know whether or not they agree with them. Finish your site and cease unsolicited email. Gleaning emails en masse from this site is a gross violation of its resources, and I would expect little or no patience until you have your project underway.

Jerges...
bakerstreet's reply is quite representational of the general long-time skinner who has had to deal with problems of unauthorized use of Artists' work.

It is unwise to give consent to an entity/person/site when details relating to content management are not clear, and what exactly the 'tone' purpose of the site is to be.

First create the site, then invite content submissions, once everyone has an opportunity to assess it's/their participation...
