i was wondering is there a way to shorten (left to right) the start bar ???i dont want to to do from screen end to screen end

First of all, are you talking about the "Taskbar" in a windowblindsskin ?
If so you can "Re-skin" it and all other parts using Stardocks "Skin Studio" software 
Using skinstudio I assume?
Add some equal blank space at the end of the images,tweak with margins. Need more help, just ask, lots of helpers here.
im sorry yes the task bar with the start button on one side and the time on the other i want to shorten it to give it the suse 9.3 look .. its a almost fresh install of win 7 ultimate
Just remember, you can change any skin you want, however you'd like, for your own use. However, you can't submit it or distribute it without the original author's permission (in writing). 
im not using any programs its a stock install i just want the start bar to not go to the ends of the screen
No, sorry. Windows won't let you do that.
Lots of visual styles{Themes}already made with that look, just not here, search around, good luck.
