Need help making icons usable! What program do I need?

I downloaded these icons and I can not seem to get them to work. I do not know how to make them appear on my desktop and replace the ones that come standard. HELP!

I have a solution for you Mitchel! you need a program called IconPackager (you'll see its name on the library menu) you can download a trial version at this Website; https://www.stardock.com/products/iconpackager/downloads.html
well hope you enjoy your icon's that are on your desktop!

Mitchell....be aware, if the description for the icons states for XP only, the icons will look terrible on any other OS.
