Why doesn't Quicken ever skin?

I can't find it in any of the exclusions.

GM, If you open WindowBlinds then click on the "Per Applications" then click on the "Show HIdden Exclusions" button, you will see the .exe file for quicken is excluded. It's called qw.exe and I don't think you are supposed to "un" exclude it.
