Sorting rules

I have setup a rule to send all program shortcuts to a particular fence, but it doesn't work all the time. It seems that shortcuts created in my own desktop folder are handled correctly, but that shortcuts created in the Public/desktop folder aren't. The latter are sent to the fence I setup as default to place new files in.

Make sure to check the order of rules to make sure that they are not overwriteing each other and make sure they are set to run all the time.
