After upgrading to 1.1 the Start8 menu items don't seem to display properly. Even though I have enabled the Run command via configuration, it does not show up. I think it is still there but since there is no scrolling, I can't see it. Or may be it is totally not there.

What dpi setting are you using in your OS and how many large icons do you have room allocated for?
Having a similar issue since updating to 1.1. The "Run..." button won't activate on Start8 when I have "Show user picture" ticked on. When "Show user picture" is turned off the "Run..." button reappears back on Start8. For some reason they won't appear together anymore. This did not occur during previous versions of Start8 including the Beta prior to this release for myself until now.
If you increase the number of large icons allowed to show on the left does it then appear?
Also where is your taskbar positioned and what dpi is your machine set to use?
If I increase the number of large icons from 10 to 17 (the point where it actually shows up) it does show the "Run..." button, however there is now a noticeable inch gap between the "Run..." and "Shut Down" button. My monitor's resolution is at 1920x1080 with my item size set at "Smaller - 100% (default)" and my Start8 is operating in the bottom left-hand corner (where Windows use to default the Start Menu / taskbar). As I mentioned before, the issue seemed to not exist with the current Start8 settings on previous versions (+incl. Beta).
