Can't drag individual files to the dock area

I'd like to put some individual files into the Start8 dock so that clicking on them there will just fire up those files in their host application (e.g. a spreadsheet file that I access frequently).  In the Windows 7 start bar, I could just drag a file right into the dock area, but in Start8, I cannot do that.  It tries to pin the host application, but doesn't do anything with the file itself.  

Is there a way to solve this issue?

I just tried dragging a bmp file to the start button and then onto the start menu and it created a pinned entry for that file and clicking on it opened the original file.

Which kind of file are you trying to drag to the start menu?

I'm trying to drag an Open Office spreadsheet file (.ods) to the dock so I can open it quickly from the dock with a single click.    

When I drop it on the dock, it gives me a popup menu with several choices things listed.  One choice opens an empty copy of Open Office.  One choice opens the document I dropped.  One choice gives me an error message: "The drive or network connection that the shortcut refers to is unavailable.  Make sure the disk is properly inserted or the network resource is available and then try again".  None of the available choices puts anything in the dock.

The error message makes no sense to me as the file I'm dropping works just fine when I double click on it on the desktop or in File Explorer.
