After downloading this it has giving my win98 syetem look a new lease of life by transforming its whole, and i mean whole look, and its brill and recommend it to anybody, there are know probs what so ever.. i download and test progs myself and the has shot to the top of my list by far!!! go for it

perhaps not 'skinner' as a 'creator of skins' but a program that skins the UI? the reference to 98 makes me think he is talking about WB.
