You need to research Starbase Mobilization in the Civic tree, a tier 8 tech requiring phase stabalization. Then all your starbases can jump.
Also, while the wiki guys try their best, its not always the most accurate source, especially with subjective assessments about what's good to use and what is not (often because patches change this). Best to ask here.
