The City Echantment Propoganda no longer appear to be giving any Gilder.

Stated effect is +2 Gilder per essence, cast on a 3 Essence Town tile with no change in effect on that turn or the following turn

If you have No Taxes, Propaganda does not produce any Gildar. Propaganda does not produce gildar on its own, it influences the processes of your city to produce extra gildar.
