If you are referring to the XP logon screen, you need LogonStudio https://www.stardock.com/products/logonstudio/download.html

swpoison: you cant change it without a tool, the logon screen is in an executable (exe).
By far, the easiest way is to use LogonStudio. It's free, so why not use it?
